Steps:

In a 1000 ml reaction flask,52.6 g of 3-chloropropionic acid (0.485 mol)500 ml toluene,72.0 g triphosgene (0.485 mol),Slowly warmed to 25 , incubated for 8h,The material is a transparent liquid, and then recovering the toluene under reduced pressure,Evaporated to give the product (II) 60.7g, the yield was 98.5%500ml of chloroform was added and dissolved with stirring at room temperature to give a pale yellow transparent liquid for the condensation reaction below.
