Steps:

Ethyl 4-Methylthiazole-2-carboxylate
To a solution of ethyl 2-amino-2-thiooxamate (0.666 g, 5.00 mmol) in CH3CN (15 mL) was added 1-chloropropan-2-one (1.50 mL, 18.0 mL). The mixture solution was stirred for 18 h under refluxing conditions. After being cooled to room temperature, the reaction mixture was concentrated in vacuo, and was subjected to column chromatography on SiO2 (hexane : EtOAc = 2 : 1) to give ethyl 4-methylthiazole-2-carboxylate (0.694 g, 4.05 mmol, 81%) as yellow liquid: 1H NMR (300 MHz, CDCl3) δ 1.44 (t, J = 7.2 Hz, 3H), 2.56 (d, J = 0.8 Hz, 3H), 4.49 (q, J = 7.2 Hz, 2H), 7.20 (q, J = 0.7 Hz, 1H); 13C NMR (75 MHz, CDCl3) δ 14.2, 17.1, 62.4, 120.1, 155.3, 157.5, 160.0; IR (NaCl plate) 2982, 1733, 1713, 1510, 1445, 1367, 1249, 1149, 1090, 1020, 768 cm-1. HRMS (ESI) m/z: [M+H]+ Calcd for C7H10NO2S 172.0427; Found 172.0421.
