Steps:

A mixture of 5,6-dichloropyridazin-4-amine (4.01 g, 24.5 mmol) and hydrazine hydrate (80% [w/w] in water, 26.20 g, 419 mmol) was stirred at 90 °C for 3 hours. The reaction mixture was cooled down to rt and water (20 mL) was added to the mixture, then a yellow solid was precipitate out. Filtered, and collected the filter cake to give the title compound as a yellow solid (3.51 g, yield 90%).MS (ESI, pos. ion) m/z: 160.1 [M+H]+.
