Steps:

A suspension of 5-bromo-6-hydroxy nicotinic acid (5.00 g, 22.9 mmol) in ethanol (200 mL) and H2SO4 (0.5 mL) was stirred at 90 °C for 18 h.
The solid dissolves slowly.
The mixture was concentrated and the residue was dissolved in EA and washed with water.
The washing was extracted back once with DCM.
The combined organic extracts were dried over MgSO4, filtered and concentrated to give ethyl 5-bromo-6-hydroxy nicotinate 48 (5.13 g, 91%) as a pale yellow oil; LC-MS: tR = 0.72 min; [M + 1]+ = 245.87.
