Steps:

To a solution of 6-methyl-2-pyridnecarbonitrile (1 eq, 4.23 mmol, 0.50 g) in EtOH (6 ml) is added a solution of hydroxylamine chloride (3.6 eq, 15.2 mmol, 1.06 g) in H₂O (3 ml) and sodium carbonate (3.2 eq, 13.5 mmol, 1.44 g) in H₂O (3 ml) at room temperature. The reaction mixture is heated at reflux for 15 hours. The reaction mixture is cooled to room temperature and filtered, rinsing the solid with H₂O. The residue is dried under vacuum to afford N-Hydroxy-6-methyl-pyridine-2-carboxamidine, as a white solid; MH+ 152
